No real starter kit. Only 2500 of this little plastic bags with one of each of the eight Vatican Euro coins were made for the ca. 830 inhabitants of the Vatican state and the members of the Roman Curia (clerics who work in the different congregations=departments of the Holy See, the administration of the Roman Catholic Church).

¹ All coins in the Greek starter kits are of the "with a letter" types.
² NO starter kits have been issued.
³ NO starter kits have been issued, in spite of reports claiming otherwise. A small number of sets (one coin of each de-nomination) in plastic bags have appeared, nevertheless. These sets may have been presented to officials and/or VIP’s, but are no "starter kits" in the true sense of the word as they came available only after the Vatican City euro coins were minted; which minting took place nearly two months AFTER the euro was introduced on January 1st, 2002.
